If I understand your statement correctly, i. e., that the Constitution can't prevent partisanship when Congress is required to protect it's integrity, I submit that the Congress is flawed.

In the present case, the Democrats have shown that they place party loyalty above the undeniable allegations of perjury by the President. When these allegations are superimposed on the totally of this president's behavior, transgressions, degrading of the Office and abuse of office there should be no doubt or hesitation regarding the proper course of action-removal is the sole and proper remedy.

Yes, the Republicans would naturally be expected to lead the process, however, the onus is upon the Democrats to step up to protect the Constitution and the rule of law. They and only they can show their character in this present situation.
