They would probably do a descending node launch so the required orbit would be 38 degrees to the east of south. But they can't do that soon after liftoff because the solids would drop off in otherwise friendly territory. (We do want them to buy the phone service). So the solids need to be dropped off while they are still heading mostly south. Not having a globe or map handy, probably 20 east of south is the closest they could come. That would leave only 18 degrees more dog leg on the remaining first stage and the second stage which isn't too bad. This reminds me, the first stage also has to be dropped off. They could continue launching nearly south until first stage burn out.

I'm with you. This IS cool. The hardware can do it, that is not a problem. An ingenious way to get a couple more Delta launches in by the end of the year.
