You had my attention until "it takes four months to shutdown a nuclear power plant". That is when he lost all credibility. A nuke can perform a controlled shutdown from 100% power to a cold shutdown condition in less than 48 hours.

Also, we (control room operators) have heard nothing about a NRC mandated shutdown. Actually it would be quite foolish to do that and make the grid more fragile. The facts are that if any control system were to cause a plant trip, it can be brought to a cold shutdown condition under manual operator control w/i 48 hrs. This has always been the case.
