I dumped enough money down the oil hole last year to put me off for a while. That said, the Street will probably stage a "recovery" like they did for semis well before the oil price or profits justifies a sector move.

I would suggest you look at oil stocks' recent trading ranges and buy any breakouts to the upside. Personally I will wait until crude is at $15/bbl or so before I think about jumping on.

The same concept applies - the world is awash in oil and short of bandwidth. Which is a better investment?
