Xy it is my understanding (I could be wrong) an interim rule will be put into place which will allow higher signal strength to be transmitted by the modem, thus allowing 56K or better. For anyone's 56K to work an increase in signal strength is required. All 56K camps have asked for the FCC to accommodate this needed increase.

Your point about ROK not having the ability to upgrade via software is interesting. I don't have the expertise to say whether there is a simple way for them to throttle down the speed in their equipment, however, I would guess it can't be done without some physical handling of ROK's hardware. Which is not something I'd care to do.
