No, that is not the reason for the temporary drop IMO. Many/most similar stocks have undergone a similar pattern--YHOO, NAVR, WCTI, DBCC . . . The drop up to 30-40%, shake weak hands, and are all recovering for the most part. With today's CNBC coverage, a PR this week and next, and a split to be announced in the very short term, this stock should easily rebound, and potentially retake previous highs. WCTI has not, to my knowledge, paid CFG in stock. Even if they did, it would not be available for immediate trading as you suggest.
