Of course they do. Still thousands of these smaller institutions around.

Even if a few techno-savvy banks with substantial wholesale cash management (lock box) customers manage to put together a bill presentment system, how do they cost effectively link with the rest of the world?

The answer for M&I: Buy Moneyline Express, integrate vertically into payments and become a mini-Checkfree, offering both presentment and payment.
