ISLD if present is faster and you can hit an offer at the inside or above. Careful though if you bid the inside you will have more chance of partial fills and/or getting the order rejected if someone beats you to it.

If no ISLD offers you can use ARCA, bid above the inside up to a price you are comfortable paying. It will go up the best offers till you get a fill. So, for clarity, if it was a large order, it would take out all the offers below and up to your bid.
