I don't think I'm a doomsayer by any means or a number of others on this thread, but the last 5 years of history of this company makes many people skeptical of a contract. So we are not doomsayers nor are we saying it recently as your quote implies:

Until recently, the mantra of the doomsayers has been, "No contract announcement, no reason for optimism; customers must not like the product, nobody's buying it."

A number of serious technical issues had to be solved and there is no proof yet that anyone has solved them. I would love to see a huge run up in expenditure in the next filing since it would indicate Valence going out of research into production. It seems extremely unlikely that that would be done unless there was a high chance of an actual contract.
