Dave, Believe it or not, the only time that I can recall a single carrier entity being responsible for guaranteeing end to end performance, and being able to do something about it, was when there was a single Bell System. Today's service level agreements simply don't cut it in many cases.

And even then, the data rates were much lower, and there was always the main frame channel at the customer location to contend with. That's a good example. The parallel to that would be your own PC bus speed. Who is to say that if you subscribed to a 6.3 or a 12.6 Mb/s DSL service, that your own machine could even keep up with it? Then we would have the guy at the other end blaming the telco. [!?!]

You're right, this is like a value judgement, and as such it would be in the bit bucket of the beholder. [g]
