It's very unlikely that there are no FCC regs on this. The FCC charter is the regulation of public airwaves. At a minimum, the devices have to pass FCC specs in order not to emit harmful RF radiation or cause interference (folks in Santa Fe can't have their TVs and monitors turning to snow when USRF turns on their equipment). Moreover, RF emitters have to be licensed and regulated if for no other reason than to prevent every Tom, Dick, and Jake from setting up and blasting away on the same frequency.
