I think what Rick was trying to say was that if monitoring systems fail, then you enter in to the realm of human error which is what happened at TMI, as you state. When people ignore the systems or the monitoring systems are not functioning, there is opportunity for human mistakes. That is what I believe he was stating.

I've met Rick Cowles several times and heard him answer questions on the vulnerability of various Nukes. I've never heard him sound convinced of a "China Syndrome" scenario, but only that Nukes may have to go off-line based on security and regulatory policies (in addition to transmission/distribution issues.)

Rick's basic view is that, despite what is being stated publicly, he is not so confident there won't be disruptions.

The last I spoke with him about 12 months ago, he seemed inclined to be a goldbug as well.

Btw, It is MIGHTY UGLY out there. Brazil will cause a whole sequence of devaluations througout Latin America.
