Re Gramm's comments; what he is actually talking about is not renewing the Humphery-Hawkins legislation. The impact of this would be that the chairman would no longer have to present his semi-annual reports to Congress and there would be less pressure on the Fed to focus on unemployment (the original H-H intent) thereby allowing them to remain focused on inflation. The chairman would still be invited to address Congress but on more of an as needed basis.
