It kind of depends on your time horizon. If you are a trader, then, given the relatively low level of AMD's price (due principally to an absence of earnings), AMD may indeed outperform INTC. This is particularly true if more people begin to buy their chips.
In the longer term (when looking at the past, as you suggested in your post), INTC has outperformed AMD by quite a lot:

In the future, it is reasonable to invest in AMD (Soros suggests purchasing the strongest and weakest competitor in an area that you expect to do well), although I have managed to avoid the tempation (since AMD was in the 30's previously - good choice on my part).
I wish you luck, for if AMD does well, INTC will also do well. I feel happy with INTC since it is more likely to succeed in all environments and is, therefore (IMHO), a safer growth play.
