Yes, the freq spectrum is like real estate. There's not enough of it out there and you cannot change the laws of physics (but they can be bent - hence sideband freqs and polarization).

The 900 - 2400 mhz band is like a public park. Right now, USRF is like a hotdog stand. No one minds. Hey it's convenient!

When they expand to be more like a Planet Hollywood restaurant, that's when the Parks Commission comes in. Patrons pf the park will complain about the noise, the litter, and the fact that there is no where to stand. The parks commission will fine heavily and make them tear it down and replant.

If the equipment is easily modified to go onto an approved freq spectrum, that will have to be done. If it is not, then there will probably be a product recall.
