There are several large cities who are opposing the transfer of franchises from TCI to ATT. The leader of this group is Portland. It appears that a majority of the city council for Seattle will oppose the transfer of franchise unless they open it up to other companies. The interesting legal question is whether the cities can interfere in interstate commerce to this extent if the FCC approves the merger. I think there will be some interesting legal skirmishes.
