It's possible, although I would assume that that isn't the case. Regardless, some systems that may be deemed non-critical may well turn out to be critical after all. For example, while the telecom system of a plant is not directly involved in generating power or shutting down a facility, it could have other implications for safety, and hence be subject to regulations that dictate whether such a facility could remain in operation. Mind you, I am a complete novice when it comes to nukes, as someone will no doubt point out (ggg), but the news re testing and certification does concern me.
