I guess the first decision you have to make is what business you want to start. The most important decision after that one is what form of business organization you use: sole proprietorship, partnership, LLP, LLC, S corp, C corp. There are incredibly important tax consequences to which form you choose and moving from one form to another can be expensive down the road, depending upon circumstances. So don't overlook this aspect.
