DLC (digital loop carrier) equipment made by Lucent and DSC has
been increasingly used by all the RBOCS. I don't have the numbers
but the percentage of all "local loops" served by DLC's are significant - 20% to 40%. Service is much more reliable especially
broadband data. In addition to that, maintenance costs are reduced
dramatically. WSTL has been developing plug-in cards with both of
these vendors. I can't see how that does not make a strong case for
WSTL. I'm a technician for one of the Bells (not BA) and have seen
this DLC equipment.
