Sorry. The Civil War was fought after Southerners had already seceded and formed a new government. The Civil War was fought to repress and punish the South for seceding, to reduce them to subservience, and to bring them back into the union as "reconstructed" Republican states controlled by freedmen, carpetbaggers, and scalawags. The white gentry were largely denied the vote because most had taken oaths to the confederacy. Secession was one of the purest, most ideological, suicidal and stupid things a class could have done. Secession was very popular, and no one was able to explain how the South could be expected to win. This violated the cardinal rule of strategy: 1. First plan, then fight.
