It seems to me if security is paramount, these biometric smartcards wouldn't end up in mailboxes...they'd be distributed in person. For example, with home-banking, a customer would have to show up in person at a local branch of the bank, and submit whatever proof of identity is required by the bank before the card is issued is to them. The fingerprint would be put on the card at that time along with a digital certificate and whatever other info is required for the home banking application.

It seems to me that this problem isn't any different from the "proof of identity" problem that exists in PKIs today. The organizations that are most security conscious require in-person enrollment. Those that aren't, well, they just relax the rules and assume the risk. It certainly keeps the cost down. Hopefully these cards don't presume anything regarding enrollment, and it's the system that's built around them that will dictate security policy.

The thing that I find intriguing about these cards is how much they could reduce the cost of biometrics if they fly. Just think of it, no fingerprint readers at the end user location, just a smartcard reader.
Fascinating concept IMO.
