If Mr. D owns one million shares and once the certs are in his name doesn't he have to fill out an S-8 filing because he owns(is it 5 or 10%) more than the allotted number of the outstanding shares?(this will tell us if there are more than a smaller amount of shares outstanding) It appears the market makers are going way beyond the 4-6 weeks normal for the cert delivery. How much pressure can be exerted on your brokers when it is past six weeks? How long can the market makers stretch this out? One figure I have heard is three months. Anyone know for sure?
