30% institution ownership is quite small. PROG is not part of any index, thus index funds will not buy. The institutions are probably (I do not have a list) smaller funds ot specialized funds. If any one has the list of the largest holders (Heartland Advisors is one, but I know nothing about them), it would be nice if posted. Zeev
