War can only be declared by Congress, speaking of the United States. And this Congress is too busy trying to convict/exonerate the Impeached President to be bothered with a trifling like making war upon Iraq. In fact Congress has not declared war for at least the last three big wars (police actions) - Gulf, Vietnam, Korea, if my memory serves. These were all executive branch initiatives. Coincidentally all were started with Democrats sitting in the oval office.

On the 14th, I thought I heard something of an Executive initiative to allow Iraq to sell more oil for "humanitarian" purposes.

I think the Executive has tried to declare war on Terrorism in the recent past and more remotely on Drugs, but without a Congressional mandate these too were rather empty rhetoric.

Now speaking of "sleaze" one's mind congers up the image of the 50 year old all powerful Chief Executive dallying lasciviously with a college aged unpaid Whitehouse Intern out of the view of cameras. Was this what was intended by the framers of the phrase - make love not war ?

Oh well, bombs away!
