My understanding is that card itself has a scanner on it that you "grab" (thumb on top index finger on bottom). It reads in your fingerprint and compares it to the one stored in the card at the time of enrollment. The smartcard sticks far enough out of the reader for this to work. All the smarts for authentication occur within the chip itself.

Again, enrollment can be as secure as they want it to be.
