I can't imagine Cisco engaging in a serious partnership with Alcatel. If you think LU and NT are heavy in bureaucracy , you can guess what the French Alcatel must be like. Even the word "bureaucracy" is of French origin. Alcatel is prevented by French law and the government from a significant RIF, can't get rid of unprofitable businesses,etc. Only the French would think that cutting the length of the work week to less than that in other industrialized countries is good for business. A top executive can insist on working only 35 hours a week and he can't be fired. BTW, I like the French and love visiting France, but the culture is very different from the USA. Americans would never tolerate a government that pried into every cranny of their lives.
