Now boot Win 98 from the bios, making the FAT16 partition the C drive, and install a fresh version of NT ONTO THE FAT16 PARTITION

Will an NT installation go where it is told? Or will it seek out (interpret the Primary Master as C) the drive on the Primary Master IDE channel? Maybe the Win98 installation problems WRT to installing on a second drive are related to booting from floppy as you surmised before. If NT is installed with a boot from floppy will it interpret the Primary Master as C if the bios has the "D" drive first in the boot sequence?

Is it necessary/prudent to recable and show NT one drive for installations {EDIT.. if one is installing to a drive other than Primary Master} ?
