I agree with you about being frustrated by the PRs, but I am keeping the big picture in mind:
DGIV has the necessary "unofficial " minutes that satisfy Teltek, to the point where Teltek agrees to be DGIV partner and also agrees to the 1.5 share price. If DGIV does NOT have the pending minutes, would Teltek sign up with DGIV?? i would think not!

teltek sees all of DGIV business plan and must see something to its liking to partner with DGIV, wouldn't you agree?

yes, in an "ideal " situation, we would not have to deal with the revision, with the lawyerly language. However, the lawyerly language actually proved to be a PLUS in this case, since it says that DGIV does not "officially" have the minutes. Knowing the IP telephony business, however, that must mean that DGIV is close to agreements over those minutes (close enough to attract teltek as a partner, close enough for teltek to think 1.5 is cheap and close enough to have more announcements in the future:))))))
