I have a friend who is doing similar to what you're doing except he buys cigarette tobacco in bulk cans, still beats the taxes.

We're starting to see quite a few brand specific thefts of cigarettes here. Smash in a window and grab all smokes in a certain brand, leave the rest.

It's fiscally foolish the way these taxes are spent before being collected. Like living on credit cards while spending an anticipated raise one might not get.
