I was thinking about something you wrote in your post.

You went and put on a more vivid lipstick in the hopes that he would get the signal.

Nope, it does not work that way for most men I think. I will explain.

Lets say you are on a man's radar, well just about anything you do might be considered a go signal by him. You might just be brushing the hair out of your eyes, but to him that means GO. You might really just need a glass in the cabinet which he is standing in front of at a party you are at. To him this means GO. I could go on, but I think you understand how simple men, including me, can be.

Now if you are not on a man's radar, then nothing short of overtly approaching him will do the job. Men are very funny about this. I will be out with my friends and I will say something like that girl over there is looking at you. My friend will say something like, nope already tried to talk to her and she is not interested. The point is, that most men fear rejection in a major way. Once the sailing looks anything less than smooth, they start looking for a better sea.

This is why I always move either slow to the question, or I use a very direct approach and get it over with.

It quite possible this guy did think exactly what you thought when he saw you dancing with someone else...she's not interested and time to move on.
