I am not sure about the exact restrictions for a new issue to split its stocks, but I heard from somewhere that there is 120 day moratorium. Another vague source informed me that the moratorium extends to 180 days. Honestly, I don't know for sure.

EBAY, for instance, started trading in the second and beyond market in late September. At several points in Dec and Jan, it went above 300, and I am sure if the management was allowed to announce a 2-1 split, they would have done it then.
