These "bonus gates" are there for logic fixes but don't usually get used for speedpath fixes because they just add more gate delays.

1. Many times a speedpath fix involves a change in logic.
2. Many times a speedpath fix involves delaying a clock signal.

Spare gates are very commonly used for speedpath fixes. Base layer changes are usually reserved for major design changes, because they involve much more time, expense, and risk.
