I disagree. He is not being silly. He is telling us that if we believe this we are bigger nuts than he thought we were. And he has a bridge he wants to sell us.
It is like "Ministry of Silly Walks" or "License for your pet fish, Eric."

It is so preposterous that it falls on its face from the moment go.
