SAN DIEGO, Jan. 18 /PRNewswire/ -- QUALCOMM Incorporated (Nasdaq: QCOM - news) today announced that Ambassador Diana Lady Dougan has been elected to
QUALCOMM's Board of Directors. Ambassador Dougan's vast experience spans more than 30 years in communications technology, foreign policy and management and
includes appointments made by three U.S. Presidents. Ambassador Dougan will fill the position on the board previously held by Harvey White, former president of
QUALCOMM.

Ambassador Dougan was granted the permanent rank of Ambassador for her service in the Reagan Administration, from 1982 to 1988, as the first statutory U.S.
Coordinator for International Communications and Information Policy and administratively as Assistant Secretary of State. As U.S. Coordinator, Dougan oversaw the
international telecom, broadcast and information technology policy interests for over a dozen federal agencies. She instituted a number of organizational and policy reforms
including: competition in international satellites; significantly expanding the involvement of U.S. industry in international negotiations; and establishing ministerial bilateral
agreements with all major U.S. trading partners. Previously, as Director of the Corporation for Public Broadcasting in both the Ford and Carter Administrations, she was
involved in the development of the first broadcast satellite network.

Ambassador Dougan currently serves as Communications Studies chair and senior advisor at the Center for Strategic and International Studies as well as chair of the
Cyber Century Forum. She is co-chair of the Governing Board of the Center for Information Infrastructure and Economic Development under the auspices of the Chinese
Academy of Social Sciences. Ambassador Dougan also serves on a number of board or senior advisory positions including: Teleglobe, Mistubishi, Schools Online,
Arraycomm, Centillium, the University of California's Graduate School of International Studies and the Pacific Rim, the Advanced Telecommunications Institute, the Prime
Minister of Malaysia's International Advisory Panel for the Multimedia Super Corridor and the Africa Information Infrastructure Collaboratory. Ambassador Dougan has played
an active role in developing application strategies in information technologies and services through the Global Information Infrastructure Commission, which she founded in
cooperation with the World Bank.

Ambassador Dougan is a graduate of the University of Maryland in industrial psychology and completed additional studies at the University of Utah and the Harvard
Advanced Management Program. Ambassador Dougan has been honored with a diversity of professional and public service awards including the National Security Agency
Medal and the Peabody Award for ''Excellence in Broadcast Journalism.'' She is also an Honorary Citizen of Korea.
