There is a second part to the founders solution. The various branches of government should not be allowed to set themselves up as petty kingdoms which exploit those not in power.

No sir, the founders had no intention of limiting the powers of the States. In fact for many years no one thought it was unconstitutional for some states to have state sponsored religions.

The founders' solution to local tyranny was to ensure that everyone had the absolute right and freedom to move.
