Seems very likely...but
as of Sept 30, 1998, there were 1,316,394,169 "Issued and outstanding shares" with a maximum of 3,000,000,000 shares (as you mentioned).

It seems they have enough room to split 2:1 now (and have 2.6 billion shares out). They are definitely planning a split -- maybe 4:1 ???

Where are the shares for the ASND purchase coming from?
