Each time, the floppy didn't even light up in that machine. When put in other known good machines, the LED stays lit and drive spins constantly, but it won't read anything.

You probably have the cable in upside-down. Not only will the light stay on, but it'll erase any floppy you put in it.

Also, if you have the floppy connector that usually comes with your MB, it has two connectors, one with part of the ribbon cable turned 180 degrees. This is to trick one of the two floppies to be Drive B, instead of Drive A, without having to switch one of the jumpers on the drive (time-saver for OEMs). If you are getting no response, try using the other connector on the ribbon cable -- you may be inadvertently connecting it as drive B.
