Rules for Shorting Stocks???

Would appreciate it if you could provide information on the price stocks must be valued at to short.

Does the stock have to be margined somewhere and do most firms have a price floor as to what minimum price a stock must be to short.

The reason I ask is that I read on many of the BB's about people buying long then selling short and vice versa as if they do it all the time and have no problem doing so without the price of the stock being an issue.
