Colin can you convert non-deducted IRA contributions to a RIRA 1st ?

I "re-chracterised" my 1998 RIRA back to the original IRA due to the Broker's delayed conversion which inflated my tax .

Most of my annual IRA contributions were not deducted as "credits" and I would to convert only these taxed contributions to my empty RIRA .

Would I incur any tax as the IRA contribs were previously taxed ?

On what date is the conversion amount established (date requested or date it arrives in the RIRA) as stocks are involved ?
