I had the similar situation. My market order was delayed for 21 minutes. I complained with my broker (Discover Direct - aka Lombard) providing numbers from Time and Sales records and in two days got an adjustment. However the adjustment was done based on 5 minutes delay which they called "resonable" and "according to SEC rules and regulations. I still trying to figure out if this claim true.
