Clintons attempts to "buy off" the public continue with his proposal to totally socialize the Social Security system by using the budget surplus to fund it. His programs continue to complete the buying off of the American people under the guise of only taxing the "rich".
Meanwhile all those who make over $25k/yr can be defined as "rich" but most of them don't know it.
I thought the idea was to give people more control of their money but it seems we are still heading the other direction.

<< President Bill Clinton will propose transferring the bulk of
projected budget surpluses over the next 15 years, more than
$2.7 trillion, to shore up the Social Security System, the White
House said on Tuesday.

In his State of the Union speech, Clinton will call for dedicating
62 percent of the surpluses to the retirement income system,
with 20 to 25 percent of this sum being invested in the private
sector through the stock market. >>
