Yes, as long as DBCC trades at a premium to its MKTW value it should be shorted with impunity. 18 1/2 to 15 or 12 or 10...in a couple of days would be a great short side trade. FWIW, I added this morning at 18.

PS: Might want to get a handle on when the Annual Meeting will be over. Many will abandon hope just after it ends.
