Actually, aside from teams with storied histories (the return of Green Bay to the Super Bowl), ratings depend very heavily on the city the teams come from.
One other factor that needs to be considered is whether the game is a blowout. The last 2 years have been good, because the games remained relatively close. As a result, high early ratings didn't decline. Most Super Bowls, however, are blowouts in which an early 40 rating falls to the low 10's by the end of the game, giving the overall game a low 30's rating. It also means that if you don't pay more and get your ad in an early (1st half) position, all the impact may be lost as viewers head to other activities....
So, you should take another look at the information before you decide it is so "crazy".
