Andrew Smithers smithers.co.uk I would add that I do not expect that the so called balanced budget will be balanced for long for two reasons 1. the unexpected increase in tax receipts is due in no small part to the capital gains tax receipts from the stock market bubble 2. shortening of maturities for government debt- a plan which may well backfire should the dollar come under pressure 3. Balanced budget is a myth - if there truly was a surplus national debt would not continue to rise- We don't hear much about this because the left-wing Media doesn't want to take away from Bill Clinton.
