Public education is primarily (90-95%) funded by the states. If it is solved, it will be families and localities, not the federal government. All the federal government does well is the government grants and scholarships for higher education. Even there, there's a lot of fraud with these computer and busines skools. The other programs, especially the pre-school stuff like Headstart, are a waste of money since the studies have shown the benefits to be undone by the poor public schools by the second grade.
