I enjoyed the talk on the Cisco thread about TLAB. As a shareholder in both, I would love to see something happen between them, but I think it is very unlikely. I think the biggest problem is the following assumption you make:

networking plan, TLAB would give a large immediate foothold and allow a quicker
integration into IP where CSCO could sow its strength.

Unfortunately, TLAB has had about as much success with ILECs as Cisco has--not much. TLAB's biggest customer by far is Sprint. I think they do some stuff with Ameritech, but other than that I think they've had trouble breaking into LU's stronghold. Cisco has little carrier presence, and the best leads they have are with CLECs--Sprint again. Cisco and TLAB basically tap the same vein of customers. And if anyone is making progress in signing up ILECs, it's Cisco. So TLAB is not really going to help them.
