The funds lend their shares for shorting (for a fee) which adds to the float, the funds also trade around their position daily. A friend of mine works at a private firm that has a seat on the exchange and they have two people who trade AOL stock, thats all they do, just trade AOL stock.
There are so many more shares available than the float that you can't even rely on that figure as a trading indicator.
