High, crimes and misdemeanors meant in British law crimes and misdemeanors committed by one high in office, not high crimes. Personally I feel using the entire government including IRS and many govt employees go after a US citizen who speaks out is NOT upholding our Constitution. Same with the action agains Travel Office manager AFTER he was fired. Same scheme again; personal IRS audit, Justice Dept attack, trial etc.
If he had murdered Paula Jones instead of denying her her civil rights the argument would still be, "He was only trying to protect his family from shame and embarrassment. After all this was just about sex and we all know sex is private." Unfortunately it's the not protecting American citizens covered by our Constitution that is the crime.
However, if one wants bribery, consider campaign "contributions" from China and resulting payoff of missile secrets after Clinton changed rules so that Defense Dept and State Dept could no longer block these technology transfers as in past. The veto power was handed over to Ron Brown's Commerce Dept. Defense and State did try to block transfer but Clinton owed China for the "campaign" read bribe) contribution.
