The UP TO is very important. From this settlement, we also now know what the term "unlimited" means: 15 hours. It's hard to imagine that the AOL subscriber is so ill informed that this will be acceptable. On the other hand, if there weren't so many poorly informed users out there, then AOL would not have the number of users they have. It may be frustrating to some, but it is unfortunately a fact that you will not do particularly well in anything by overestimating the intelligence of the group in question.
