Musea, See WSJ, December 19, 1997. "Nasdaq Dealers Weigh $900M Settlement". Apparently a class-action suit brought by investors. The SEC was "preparing to charge dozens of traders...for alleged price manipulation...". Several brokerages settled individually. I ran across the article in two electronic day trading books.
